FUNCTION & DUTIES - J&K Academy of Art, Culture & Languages

Jammu & Kashmir Academy of Art, Culture & Languages was set up in the year 1958 under the proviso to Section 146 of the Constitution of Jammu and Kashmir. The main objectives of establishing the Academy is to promote, foster and coordinate activities in the spheres of literature and languages, publication of books of writers belonging to State, research work and publication of dictionaries in all languages generally spoken in the State, visual and plastic arts, music, dance and drama, paintings and other activities related to culture.

His Excellency the Governor of Jammu and Kashmir is the Patron of the Academy and the Hon’ble Chief Minister is the President of the Academy. The Academy has one Vice President.

The Department of Culture is the Administrative Department of the Academy. Secretary, J&K Academy of Art, Culture and Languages is heading the Academy at executive level.

The Culture Academy has three important Committees viz. (i) General Council (ii) Finance Committee and (iii) Central Committee.

(i) General Council: The Hon’ble Chief Minister is the President of the General Council. It has one Vice President. The Vice President is to be elected from the members of the General Council. The tenure of the General Council is five years.

(ii) Finance Committee: The Academy has a Finance Committee comprising of Administrative Secretary of Finance, Culture Departments, Secretary of Academy and one nominee of the Central Committee.

The function of the Finance Committee is to consider the budget estimates of the Academy, make recommendations thereon to the Central Committee and prescribe the limit for total expenditure within a financial year. Finance Committee also considers and advises the Academy on any matter or matters referred to it by the President or by the Secretary of the Academy.

(iii) Central Committee: The Central Committee is the Executive Board and Governing Body of the Academy which takes all the important decisions on policy/administrative matters. The Hon’ble Chief Minister is the President of the Central Committee. The term of the members of this Committee is five years.

As per Chapter 17 of the Constitution of the Academy, the Central Committee has to meet at least twice in a year alternatively at Srinagar and at Jammu. But the meeting of the Central Committee may be called at any time by the President at a place and on a date to be fixed by him.

Funding Source of Academy
The Academy is getting funds through Department of Culture under Plan and non-Plan heads.
